Biographical/Historical Information: During the summer of 2017 three protest events occurred in Charlottesville, Virginia over the city's decision to remove the Robert E. Lee and Stonewall Jackson statues. The final protest, known as the Unite the Right Rally, occurred on August 12 and culminated in the killing of Heather Heyer and the injuring of dozens more in a car attack on 4th Street.

Scope and Content: This report examines three protest events that occurred in Charlottesville, Virginia in 2017 to identify flaws in law enforcement response and offer recommendations to improve policing operations at future events. The report offers four recommendations: better preparation for civil disturbance, effective management of protest events, changes in law, and restoring faith in government.
